Rapido auto - Driver demanded extra cash and rude behaviour

First even before arriving at pickup location he called me and stated that he will be charging me extra due to rain. When he arrived, he took me to some other place and there he stopped and went to a paan shop. I was saying to him that I'm getting late for my office, still he took ** minutes to eat a paan. Then he said that we will be driving slowly due to water loging in the city and this moment I was late by ** minutes. Then when I reached to the destination, I proactively paid extra, still he started to argue and demanded me more cash just because it was raining. I denied him to pay more because I was late due to him and I felt unsafe with him as he took me to somewhere else. It was all his fault that he didn't dropped me directly to my destination. Still he argued me a lot and I had to pay more cash to him. I want this to be registered as a formal complaint and expect to hear soon from you with actions taken against him.
