Booking.com - Charged even when did not stay at hotel

I made a booking on Booking.com for **/**/**** at 'The hosteller Shoja'. As per the details mentioned on the mobile application, the hotel provides WIFI. When I reached the property on the day of check in, I was told there is no network or WIFI at the property. In which case I had no other choice but to find a new hotel. To my shock, I was still charged by the hotel and Booking.com refused to help. Booking.com says they do not have any responsibility for any details provided by hotels on their website. Then who is accountable for this? Still the hotel displays that they have WIFI on the website and duping customers in booking them. Booking.com is with them in this scam and making money fooling customers like me. I would have never booked a hotel if there was no WIFI. Wrong information was provided and I was scammed. I requested Booking.com to refund the money and they refused. Also, The hosteller shoja doesn't respond to my calls. I feel completely helpless. Dont know how many people must have been scammed liked this so far.
