No Broker - Amount debited from credit card by no broker and but refund still not done

I made a Payment of Rs. **,*** using my Bank of
Baroda Credit Card on *th June using "No broker" Maintenance payment service.
The Payment transaction failed on the same day and the amount was debited from my credit card and not credited to the beneficiary account.
After that minimum **-** times calling, several mail reminders from my side, All your representatives giving the same answer- "we will check status and replied as Refund was initiated but got reject at Payment Gateway". Today, almost ** working days has passed and my payment is still pending.
I have to pay this money for my sister fees and her University guys are shouting at us daily and they are asking her to pay fees or take leaving certificate and sit home. Please someone do something as this very big amount for me.
This Nobroker.com is not giving any single reply of mail or calls.
