Nokia India - After sale worst service

I have raised a concern with my Nokia *.* plus phone and request number is: ****** and its been in the system with more than a week now and no one is bothered about it. My phone is in warranty, still, the service centre guys are asking for money without any physical/liquid damage. To summarize the problem, my phone automatically stops taking input from touch. i.e. display is appearing fine, but it is not able to function as its touch screen is not working.
I thought of a software issue, as I never had any accident (Physical, water damage), so visited the Nokia customer support centre. I got the following * responses from * different Nokia service stations:
*. Jaipur, Rajasthan: They examined phone and claimed that some solution which is required for the touch screen to work, is coming out from the device and they asked me to pay *****(Ten thousand rupees) to get it resolved, as it is not under warranty. Although my phone is scratch free and no physical damage. so I took my phone back and call global support and they suggested to visit another Nokia support centre which is in Kota.
*. Kota, Rajasthan: After a quick examination, they asked me to pay *** INR to get it to investigate further and get the estimate for its repair. I talked to customer care and they suggested to pay this fee for further investigation. They claimed it under liquid damage and forced me to pay for it to get an estimate. Although I am sure that my device never been with water or any liquid and if this was the case then why Jaipur centre must have not intimated about it. But I asked them to prepare an estimate and they made it of ***** INR+taxes (Twenty-three thousand five hundred twenty-eight rupees), while the actual cost of the phone was ***** INR only.
I am not sure How Nokia support is working?
Could you help me out with my phone's issue?
