Youtuber - Youtuber Paras Singh did not return Rssponsored money

We contacted YouTuber paras Singh aka paras official on youtube to sponsor our play store app lifeline VPN on his youtube channel. He was offered Rs **,*** to sponsor the app. He took the money but did not upload the sponsored video even after uploading videos on regular basis on his youtube channel. We asked him when he will upload our sponsored video but he stopped replying to us at all. We mailed him many times but he did not reply. Finally, on *th Oct'**, we mailed him that because he stopped replying to us we are cancelling the sponsorship and he cannot upload our sponsored video on *th Oct '** after reading our mail or later after *th Oct'**. We also asked him to return our **,*** rupees but he did not reply. The same was informed to him on WhatsApp. He have seen the text msg but did not reply.
