Agoda india - Wrong debit and not refunding

I had already clicked on the pay later option for that agoda still asked my card details which I provided..but agoda debited the amount from my account..I thot agoda wl keep it for booking..if it wudnt have been the case I wud b still safe
Thr has been no information from agoda end on the website page regarding changes by andaman govt.. when everything is closed how can the resort take bookings when actually thr r no ferries also avb to reach the island and secondly how can agoda just charge my account when I have clicked on pay later option. Now they say tht they will
Contact the hotel and ask for free cancellation and if given wl provide me "agoda cash" and not credit the amount in
My account..I have clearly stated that I don't want to book from the website in the future.
They r holding my money as ransom.
