D2h Videocon - Unable to contact D2H regarding channel selection

Since last * weeks, I am trying to call d*h to select channels as per trai guideline but cannot select as they never pick my call and their websites also don't work. I cannot log in online. And they charge *** every ** days. how to complaint against them as I am unable to connect them through any channels.
