Axis bank - Transaction failed amount deducted no refund

I made a transaction on no broker app using my axis bank account on *st of Feb ****. The amount was deducted from my bank account but the amount was not credited to required payee. No broker confirmed that amount was refunded back as Axis bank has raised charge back request and No broker accepted it. But the bank is not confirming on the same still saying that amount for charge back was not accepted. It's been more than ** days since I have been chasing the bank and no broker support but there is no resolution each of them is diverting to another. The RBI complaint platform is also useless and it closes/resolves the complaint automatically within * days. UTR Number for the transaction is **** **** ****.
