Flydubai - Theft during Flight Travel

I have travelled from Europe to India and have put my gold jewellery in check-in baggage by putting in a TSA lock. But I noticed that my jewellery was stolen after I collected the baggage at my destination. I have raised a complaint with Airlines, they told me they cannot reimburse as per their carriage conditions and there is no response from the airport. I wanted to proceed legally against the airlines & Airport but I'm not sure what are the chances of getting the reimbursement. Please advise
