Culture circle - Shipment not received need immediate refund

I placed an order on **/**/****. I asked the customer service team to cancel the order two weeks before till date the shipment is neither cancelled nor delivered and it’s a Prepaid order.
When I asked the team they said they don’t have refund policy there is a percentage cut that happens if there is a cancellation or non delivery of the shipment (% not decided ) . And also it’s not completely confirmed that there will be refund .
I need to cancel the order and want my refund as it’s been a month now since I have placed the order .
