Olx Seller - Scooty not delivered

I saw an ad on Olx in which one army person selling his scooty so I decided to buy it. He asked me to pay the amount. I paid but he called me and said that our Indian army having some rules so you need to pay some extra amount which is refundable. I trust that person and paid extra amount because in my family I have two people from army one is late major and his son kernel.
Please help to refund my whole amount as I am saving from some time to buy a scooty to visit the office. I have all proof against him. I don't have a single amount in my account and I don't know how to spend the whole month.
