Samsung - Samsung Phone hotspot not functioning properly

I had purchased a Samsung M-** mobile this year and it's in warranty, I'm not able to use the mobiles HOTSPOT facility since the beginning when I purchased the mobile. I have given it to the Samsung authorised Service centre (Gayatri enterprises, *** Saffron complex, Vadodara -******) twice for service, once they did a software update & once they did change the MOTHERBOARD, the problem still persists & everytime I have to travel so far & give them the mobile & then wait for few days, then they format all data and I have to do a backup and all the things keep continuously happening.
Can you please replace the DEVICE itself and help solve the problem. Or could I escalte this issue with some Grievance department or consumer court services?????
