Overnight Express - Refund not given

On **/**/****, I have seen an ad in OLX for mobile there was for Rs. *****. I called in the afternoon to the person. He spoke in Hindi and said he is in army works in Amritsar airport in passport checking department. He sent bike photos, his pan card and insurance. All documents seem to be real. At *.** pm he asked to send Rs *** via paytm for travel charge and the remaining amount you can settle after delivering the bike. I transferred after many conversations. He said it will be delivered at *.** pm. Then some guy called me saying he came to deliver the vehicle. He is waiting in our area (even he said exact landmark near my area) & said If he wants to come near home I have to settle remaining amount. He said it's his rules said by his delivery company. I called to the *st person who sent a bike. He said even I spoke to delivery company head they are not agreeing to deliver. You settle remaining amount it's my responsibility to deliver the vehicle. If you didn't like mobile I will return the full amount. But I have not given. Can anyone help me get my money back?
