Vodafone Idea Limited - refund money of late payment fees

my number ********** & ********** both were suspended since ** st april to ** July ****, they were no uses , complaint for inadequate network since **** January, every time suggested me wait ** day, there were a new site planned, but nothing else, nor any improvements , * % , after suspended period I paid ** July for both number, but opened as on date ** July, again suspended today * St August , for dues of amount Rs ***/-
surprising to me that, its an amount for late pay , refund my money
