IRCTC Ltd - Refund for transaction ID

Flight booked on **th June ****, from GOI to BLR transaction was showing as 'Reservation failed' and the ticket was not confirmed , however the amount was debited from the account.
This was raised with IRCTC support team , however have not received any satisfactory response from last ** days. Emails are not been acknowledged or reverted. The customer support number (**** *** ***) is not in service
Need help in getting the refund.. Attaching proofs for your references
