IRCTC AND INDIAN RAILWAY - REFUND DECLINED BY RAILWAY FOR TDR FILLED WELL BEFORE THE TIME LIMIT OF 30 MINUTES BEFORE SCHEDULE D

I had booked e-ticket from irctc having following details
PNR: **********
ASR KIR EXPRESS (*****)
AMBALA CANT JN (UMB) to GONDA JN (GD)
Journey Date: ** Jun ****
Scheduled Departure*: **-Jun-**** **:**

The ticket status after chart preparation was RAC, So I decided not to travel.

As per railway refund rules displayed on website “Refund on unused RAC/WL tickets:Upto half anhour before the scheduled departure of the trainsubject to deduction of clerkage charge.No refundafter the above prescribed time limit.”

I tried to cancel ticket through irctc website but there was no option to cancel ticket after chart prepration. So I filed TDR for refund through irctc website.

TDR filling detail is as below

TDR was filled well before the time limit of ** minutes before schedule departure of train

But Railway turn down my request for refund saying that “Party has travelled”

I have not travelled on this ticket, instead I booked Tatkal ticket for next day, and travelled on that ticket details of which are as below.
