Hp - Received faulty product and Tata cliq not accepting return

Ordered a laptop and received it. After initial setup j found out the WiFi is not working. I have main WiFi in upper floor and booster WiFi in ground floor. The new laptop shows only one WiFi connection whichever is the closest and the strength is only * bar/* dot. Sometimes it does not even connect with * dot strength and even if it connects it's so slow that page won't load at all. I have another laptop which if I keep side by side of this new laptop shows both WiFi and closest one will show full strength. Same is the case with mobile WiFi also, it shows both connection. Now Tata cliq wants HP to provide Job sheet for return to be processed. I am running behind HP and did driver reinstall and PC reset and other troubleshooting steps. Still if does not work and finding it difficult to get job sheet. Tata cliq is not agreeing for a return or even replacement.
