Individual - Plot Owner resufe to return advance after deal broken

In an attempt to purchase a plot in Tumkur , I approached a plot Owner named Asif though the Brokers , Umar and babu, They took ** K advance and provided my a property documents for legal clearance promising that if deal get broken they will return my amount, The same document submitted to Axis bank agent for initial checks and he advised the he can only fund for Market value , and same was communicated back to Owner but he is not agreed for market value he need all in CASH no DD or cheque, thats where deal got broken and owner suppose to return the amount back but he is denying it. And now he sold the property to others already.
Note : While paying the advance he provided me the Phonepay Number for some reason it wasnt happened and then he suggested to transfer the amount to one of his friend (Umar) who is helping him to strike deal. I have all the evidence phone recording and whats chat.
