Gozo cabs - Payment refund as cab is not provided

I booked a cab with gozo cabs and **% of total payment was asked to clear before the booking and then they provided me a cab which didn’t come for pick up even after * hours of my pick up time. Although I raised a complaint no one from gozo cabs are answering on this.
