Winni In - Package not delivered nor refunding the amount paid

My order is ***********. ****/- inclusive of ***/- delivery charges. Now when tried reaching them *. phone is not working. *. Through chat they said as my location is not serviceable, then I requested them cancel and refund the paid amount. Either they have to deliver or refund. Because I didn't cancel the order. Order is still under processing. Please help me in getting refund or deliver the items.
