Professional Courier - Package not delivered even in 9 days and charged higher

We had handed over the packet at calicut, karaparamba . Kerala professional courier office on **th april ****. It's weighed less than * kg. We were charged *** Rs by the staff. ( while in mumbai and Delhi they charge *** Rs for *kg to be sent by air). Till today, *th may ****, the packet has not reached in Delhi. Have been calling the staff here in kerala to enquire abt my packet, today they said that it's been sent by road to delhi. I fail to understand when they charged *** Rs which is for transportation by air, why did they sent by road? Also the lady at karaparamba professional courier office says that they charge the same whether it's by air or by road. How's is it possible? Delhi office and Mumbai office staff have clearly said that the rates are different for transportation by air and by road. This is cheating. We were not even told that they are going to get the packet transported via road. Consignment no is CLT*********
