Ola Cabs - ola driver bill refused to pay

I recently traveled to Hyderabad via flight from Bangalore and hired a ola cab in Hyderabad as I had to return back to Airport the same day in couple of hours post my meeting I asked the driver if he can wait for an hour so that I can return back in the same cab. He agreed and I returned back in the same cab he did not allow me to book in ola instead he said he will give me a hard copy of bill. which I agreed as he had helped me in waiting for an hour and I could return safely instead waiting for the new cab as I had rush back to the Hyderabad airport. Finally after reaching I paid him *** cash and he refused to give the bill as he gave some jazz that the bill book is with his friend and he will whatsapp the bill to my number and he took my number and I had to rush I agreed and left. later its almost * days now he never responds to my call nor sent the bill.. The question is not for the money its for the trust I was unknown in the new city and I have been cheated with the trust. This should not happen with other traveler hence I need a justice on this.
