Exitel broadband - NOT Shifting The Network Connection

Sir/Madam,
We had taken Exitel broadband connection In March Month With One Year plan of rs**** when we were In Gurramguda. At that time only we told them that we will shift to kphb in Kukatpally In July Month they said OK sir we will shift the network also they whenever u want. We now came to kphb on *st of July and we were requesting them to shift the network day and night we are calling them sir...They are saying work will done today itself again they are saying tomorrow guarantee like this they are postponing sir..They are not ready to refund also...Please sir help us...Now they are saying because of rain it is getting late but from last week only rain started what they were doing before that...Please, Please sir/madam help in this matter
They have a confidence sir that what can we(customers) do if we will not shift nor refunding
