Excitel - NOT GETTING WHAT I PROMISED

I have subscribed to a ** mbps PLan but i never get more than ** mbps . Also the Internet is Disconnecting regularly once every * minutes i have tried contacting the Local service provider but they seem to be not interested in helping me . Even the Customer Care is Unable to Help me. I have faced a lot of difficulties due to these disconnections in past in my profession . Its Like paying for Honda and getting hyundai . I feel scammed , i feel like local providers are stealing the services . Please HELP!!!!!!
