Uptowine - Not delivered and no refund

Merchant has not delivered me goods plus denying my refund so I want to cancel or reverse the transaction, they are a fraud website they take money and don't deliver goods , I have not received my goods they are not contactable plus there are a lot of people stating the same on quora and instagram as when they didn't deliver I searched and found out please don't let my hard earned money get wasted
