Cars24 - Money withheld for challan and challan not paid

I sold my car thru Cars** Tathwade, Pune on **st July ****.
While taking tthe car, I had one challan of Rs ****, for which the outlet representative asked me to pay Rs **** to their RTO agent including his charges. I paid this money.
Despite of this, Cars** withheld Rs **** while making payment to me.
Their RTO agent who I transferred **** has till date has not cleared the challan. He and Cars** outlet members do not respond to my calls and messages. The customer who bought my car is following up with the cars** agent as well without any success. Unless the challan is cleared they cannot get my car transferred in their name. So right now the car is still in my name and is being driven by the customer..
