Shein - Money Stuck

As we all know shein has been banned in India. I placed an order much before the ban was initiated but returned it due to some reasons. I requested for refund in my paytm wallet and got a message indicating that my refund has been made to paytm while the transaction failed. Since ban, I cannot download or open shein . Total amount of INR *** is stuck. How can i get the money back or transfered to my paytm bank account?
