Netplus Broadband Services Private Limited - Low internet speeds

I paid the ****/- upfront for getting the Internet connection with plan of *** which is a **Mbps Link, however after getting my connection which infact was a pain in itself I have been getting a speed of **mbps as promised against **mbps and also I am charged at the begging of providing services.
The company has however denied providing me any relief by not increasing the speeds to promised limits despite multiple requests.
Which is a breach of contract.
