Novaplay - Item not received

The amount has been deducted from my credit card and is showing in outstanding amount but purchase has failed in Steam; I tried contacting steam but steam asked me to register complaint on Novaplay (http://steamsupport.novaplay.in/), when I tried to register the complaint on Novaplay, their website is not accepting my complaint. I just want my money back.
