Vodafone Idea Limited - Issue with Vodafone Idea Network and Bill

I have been charged with Rs ***/- for * months postpaid bill even though there is no network at all of vodafone in my area. I have raised this complaint many times but they did not bother to look into this. And when i took it to twitter they ask me to pay my bill first. I am surprised they don't have any network facility and i did not use any of their service then for what i was billed for?
