IRCTC - IRCTC not resolving verify account issue

Its been almost a month mailing to IRCTC to access my account. I logged in to my IRCTC account through app with correct username & password. On next screen it then asked to verify email & mobile number. Email was verified quickly but Mobile number is not getting verified. It says it has sent otp to my number, but otp never appears in my mobile. My number is not at all under DND. I get msgs for booked tickets, chart preparation etc from IRCTC. Only this OTP thing does not appears. I have * booking for **th & **th Feb. For which i need to do changes and have to book few more tickets. But due to this issue i cannot access my account at all. Everytime i mail to irctc, they tell me everything is good and try again if there is error send screenshot. On each and every mail i have shared screenshot, video recording; but nothing works. They reply the same to send screenshot. They are giving me mental torture. My account is not new account. I am very frustrated with them. I tried sending them mail on twitter but nothing helped. There are * tickets on railmadad which they opened and closed in few minutes says resolve tkt id ************* & *************. There are so many complaint tickets on care@irctc.co.in just to list few tkt id *******, *******, *******, *******, *******, *******, *******. Nobody cares to call atleast from backend. please help me in filling a legal case for not allowing me to access my account and giving mental torture
