Intercity bus - Intercity bus stopped in the middle

I had booked a bus from Chennai to Bangalore with pick up point navalur and drop point Silk board on the date: **th October time: **:** and drop date **th october time: **:**. The bus stopped in Hosur and dropped of all its passengers saying there is some legal issues (a new tax rule that is implemented in bus traveling to Karanataka from Tamil Nadu), I could see like * or * intercity busses stopped in hosur due to this issue, so they told every one to get off in Hosur which is the border of Tamil Nadu and told us we would get refund for the inconcience before **;**pm of **th october, today is *st november and I have raised multiple Tickets regarding refund but NO REPONSE.
