Tsrtc - Incomplete transaction refund not given

I tried booking a bus ticket with TSRTC which was failed. But the money was detected from my account. As per the mail attached the money should have credited to account within *-** days. I have called the HDFC and TSTRC but with no avail and with no proper response from both.
