Dell - Inappropriate payment procedure

I have purchased a dell laptop G** **** from sharda computers (Dell exclusive showroom). Salesperson name is Pankaj and owner name is Randhir. He gave me quotation of ***** INR. But at the time of payment we agreed on ***** INR and he said he will refund INR *** via GooglePay/Gpay. then I came home and he did not refund the amount. I called him and Randhir picked up a call and he brutely insulted me. It was my money , when I asked for refund he denied and insulted me. This is not acceptable.
