Hp - Hp is not refunding my quotation charge

I am writing to formally document an issue I am experiencing with HP regarding a quotation charge I paid. On **th july to hp TVSE support, i made a payment as a quotation charge for motherboard repair but after i did payment i realised its actually an onsite technician service charge which I didn’t want to do.

However, since making the payment, I have received no further communication from HP regarding the status of my request. Despite multiple attempts to reach out to HP via emails, whatsapp I have not received any response or acknowledgment of my concerns.
This lack of communication is highly unprofessional and has caused significant inconvenience. I am not only left without the service I paid for but also without any explanation or assurance from HP regarding the next steps. Furthermore, my request for a refund has been ignored, adding to my frustration and financial loss.
I'm assuming hp doing this scam business by just giving faulty laptops and after contacting hp support they will make some case ID and after the payment of quotation they don't even care about anything. i don't even know what to do right now i'm really frustrated right now please help.
