Spicejet Air Line - Full refund needed Airline is in dismissive mode

PNR - ZDIE*T , Kolkata to Bagdogra return flight was purchased on **nd Feb , **** with travel date bw *th and ** th April. On March **th GTA in north bengal banned all tourist movement, I called Spicejet thrice to know if this flight is getting cancelled , zero assurance and vague answers were given , and subsequently I was compelled to cancel on my own forecasting If I dont cancel I wont get a slightest refund. Only *k something was refunded against the fare **k. I saw on newspaper on *th September that the centre will direct airlines to process full refund with travel date bw April ** and May * . When I again asked Spicejet they told me as per their policy they wont process refund

My question is the above two points not in violation of Govt new order. The news clearly states all passengers who have cancelled will get full refund and nowhere PNR generation date was mentioned but the travel date .
