Lichfl - Forcing EMI for unsanctioned amount

I have requested for home loan with LICHFL and received in principle approval for the file number ********** ,loan number ************,
Cheque was not given to me stating that due to lockdown LICHFL office closed,Now bank manager is saying cheque came in branch in April last week and asking me to pay for the march and April months EMI as well for which I have not even received cheque.
Iam being asked by the manager to pay EMI amount, cheque is not even handed to me, Why should I pay the EMI, please look into this and do the needful.
