Flipkart - Extra charges leived but product not provided

I ordered moto g** mobile and has been charged with ** rupees for secured packaging charges but my product was delivered without secured packaging. when I call customer care for these ** rupees extra charging they refuse that we cannot raise the complaint we will take care it next time this time it will not be reversed.
It's not only me it may happen with so many people and they have collected so much amount illegally. They are not refunding the amount they have charged for the services they have not provided.
