Y-AXIS - DEPEDENT VISA REFUND

I have applied for USA visa F* (student visa) and F* (Dependent visa), I have paid **k for dependent visa. But they only said don't waste the money only F* visa get approved we can apply for F* visa, Unfortunately F* visa got rejected and now they are only **% they can refund in the F* visa and sharing the agreement copy. They haven't processed the F* visa only if they would process and if its no succussed then we can not accpet, but without processing only they are saying this.
