Pnb Housing Finance - Delay in releasing documents

Hi, my mother took LAP for property a year ago with PNB Housing Finance, and recently we opted to transfer the loan to other bank. We have requested foreclosure letter last months, and they told it will take ** working days to get foreclosure letter. I do not understand what takes so long. We are paying interest for extra two months when we have option to already close the loan. There is no branch manager at our place and the staff at any branch or even customer supports speaks rudely.
