Cleartrip - Credit Shell not received

I booked a United Airlines flight from Orlando to New Delhi **oct. But CDC didn't allowed me to board the flight because I'm a Seaman and cannot board the flight because it was connecting in USA so I needed the flight which should be straight out from USA , I called the Cleartrip and explained them every thing and asked for refund, everytime when I called Cleartrip I explained same thing from the start , after calling so many times they told me that I cannot get refund and I'll get the credit shell for the same airline which I can use in future for booking, I agreed,after the agent from Cleartrip said he requested the Airline for this and I'll get it within ** hours. It's been more than * weeks I'm calling Cleartrip but the guy other side who pick my call know nothing about my issue and I'm explaining everything again about credit shell. I paid Rs***** for the flight. I'm very frustrated and mentally tortured by this Cleartrip. Please help me.
