Hathway - Complain against Mr Umesh

We got a call for hathway connection regarding our wifi connection. However we received a call from Mr. umesh contact number- ********** stating that we have feasibility in our area (Kamanahalli Rs Palya ) Bangalore . We have made the payment of ****/- as per instruction from hathway link by mail.Mr. umesh informed us that payment is mandatory before we can proceed further for installation. Myself and my wife requested the payment to be done after installation but as per rules we have made the payment.
Next day morning we got a call around **:** hrs from Hathway stating that installation can't be done because there is no feasibility in our area. We contacted Umesh then and there and he informed that he has spoke to his manager Mr. Srikanth so there won't be any problem. After ** mins we again got a call from Hathway stating that there is some miscommunication they won't be installing the wifi in our area.
However we tried to connect Umesh but since then they have blocked our number and we are unable to connect him. My question is that if Hathway is not providing the connection then why they have charged us advance?? When we will be getting our refund?? Why there is such miscommunication?? What action Hathway will be taking agaist Mr. umesh??
