Individual - Cheated by individual person on Instagram

There is an account on instagram with Double Money name. He asked to pay money and he said I will double your money online. I send him *** first then he again ask to pay more money on phone pay. I do * transaction. Totally I transfered **** to his phone pay. He delete his account from Instagram after I send the money. I tried to call on the given phone pay number but the number is switched off. I complained in cyber cell but no action taken from there side. I have attached screenshot of transaction. The phone pay number is **********. The name mentioned in phone pay is bharat goyal. He regret to give any proof.
