Happy fares - Agency not issuing refund

I booked round trip tickets Delhi- shrinagar of Indigo airlines, onward journey of *Jan was cancelled by airlines, hence they agreed to refund full amount of round trip tickets. I got refund of onward journey ticket, but my backward journey , * Jan ticket was booked through agency " HAPPY FARES" , Indigo was not able to refund on this ticket as they issued me a GROUP PNR ticket this PNR had another unknown ** people booked. I have repeatedly contacted Happy Fare to issue me a PNR only on my name so that i can get refund but they refuse to do anything. The amount **k approx is not a small amount, and agency is not helping in any way in this refund process. This is causing me huge mental stress.
