Cars24 - not issuing scrap letter mandated by RTO for RC Cancellation

My car with Registration no. MH**R**** was sold to CARS** on **th February **** for scrapping. I did receive the chassis plate in a months time.
I have submitted my application to RTO Mumbai East for RC Cancellation. Along with the application I have submitted the relevant documents - Application letter, Chassis plate, insurance copy, Original RC with RC copy, Green tax receipt, letter of sale from CARS**, email from CARS ** mentioning the vehicle will be scrapped by channel partner, PAN, Aadhar Card.
The RTO office has insisted to get the scrap letter/certificate from CARS** channel partner who has actually scrapped the car to issue letter/certificate stating the vehicle has been scrapped following the government guidelines and will be responsible incase of any wrongful use.
CARS** is not ready to give the Scrap letter as mandated by the law and RTO. As a result i am not able to initiate my RC Cancellation.
