Electricity Department - TNEB meter defective bill generated after disconnecting power

I am a resident at Perumbakkam Chennai. We have a house in Perumbakkam at SF*, *nd Floor, Meera Homes, Shana Apartment Jyothi Durai Street, Perumbakkam. From **** November the meter was not working till date the meter was replaced. We are getting the bill as *** rupees for every cycle. We are not living in the home and it was not occupied by any tenant as well. As we have this issue we are unable to give it for rent as well we are facing more mental stress and money problem as well. I was roaming to and from Medavakkam EB Office for the last seven months they replied with irresponsible answers. For us its loss of money, time, effort etc. Still, they are not ready to resolve this problem. I have paid last three-month bill as per government norms if didn't pay the bill the connection will be terminated till we pay bill how come a bill can be generated without paying bills and how they are taking readings. I raised many complaints no action was taken. I am attaching the screenshots for reference. I am sharing the mobile number of Assistant engineer in Medavakkam (**********).
