Paytm Mall - Paid order held back

**th April, **** : I purchased the product (paid in full including shipping charges).
**th April, ****: Order was shipped (Tracking ID - ************* & *************)
*th May, ****: Orders arrived in destination city (Mumbai)

My order has been stuck since then (as of **th May, ****). When I contacted Delhivery, they confirmed that their finance team has put the order on hold due to non-payment of dues by the vendor. When I contacted PayTM, they refuse to acknowledge this issue, and keep insisting that the delay is due to the lockdown imposed to fight COVID-**. As per Government regulations, masks fall under essential items category, and should not have been impacted due to the lockdown (barring any minor delays - but this isn't even the issue).

Just to add to this, I ordered the same type of masks from *MG app, and they delivered it via Delhivery in *-* days. PayTM has refused to commit to a timeline, and refuse to cancel the order and refund the money, as it is a non-cancellable product according to them. But since they are not delivering it, or facilitating the delivery, I should be able to cancel the order and get a refund, as it has been over a month since I ordered the product.
