Industry Buying - package not delivered

I had ordered a brush cutter from industry buying .com on ** july ****, i waited for a week and then i received a message on my number saying its delivered. I was stunned by this because i never received the product. And the website package tracking information said that the product isn't yet even shipped by the delivery. How can a product be delivered without even being picked up. I called industry buying on this on the same day they said they will sort it out and give my product. I called like more than ** times now and they agreed to refund. But wait. That was **ish calls before. Now after months of calling they are saying in ** hours they will refund but no response whatever even asked for thier managers but they are conveniently absent everytime i call. They keep giving excuses on excuses. I am stuck with mental harassment. no refund and no product.
