Skill lync - Not Refunding the Money after course cancellation as promised

A employee of skill lync called Yasaar Arafath promised me that there will refund of money if I want to cancel the course at any time and he forced me to pay the pre booking amount asap and if I don't do that i will not be getting good placement. I paid the amount of ****rs as pre booking amount and after a month when I wanted to cancel the course due to financial problems none of them are responding to me and Yasar Arafat doesn't even pic the call and if contact him through other numbers he received the call but as soon as he gets to know its me he starts acting as someone else.
They are not Refunding my amount as promised.
