Google Pay - Not Refunding my amount for Failed Transaction

For paying my child's school bus fee Rs *,***.**, I used google pay app on Sept *th, **** and they deducted the amount from my Bank Account but did not pay the vendor Atom Technologies Ltd. I raised a dispute from the app and waited for * weeks as per their guidelines in the app.
I even enquired in the School administration and they confirmed they did not get the amount. After * weeks also, I did not get any update and called customer care who said they are contacting Atom Technologies. and the issue will be soon resolved. I waited for another * weeks and called them, This time they said they are trying to resolve it a priority and will resolve soon. This time I asked them to send me an mail on the status and they did. I waited for another * weeks and called them. I got the same update. So after * months of waiting, I decided to file a complaint as I am not getting any update from Google pay customer care. I felt harassed, cheated as I am not getting my money back even after repeated follow-ups.
